Job Description:
DEFINITION  
Under general direction of the Director of the Center for Nonproliferation Studies, develops the Center's projects and initiatives on international organizations and nonproliferation regimes, including policy research and publications, diplomatic initiatives, outreach, teaching, fund-raising, and project management. This is a full-time exempt staff position requiring extensive specialized knowledge, experience, and professional stature.  
 
ESSENTIAL DUTIES  
- Research and publications: Conducts original research and publishes timely work on a broad range of multilateral nonproliferation issues.  
 
- Education and training for outside experts, international organization representatives, and government policy-makers: Initiates and organizes conferences, consultations, briefings, and training for diplomats, international civil servants, and academic and non-governmental experts on a broad range of issues related to nonproliferation and international organizations.  
 
- Outreach: Maintains and strengthens institutional ties with officials and experts at international organizations, as well as at foreign and defense ministries and other U.S. and foreign government and inter-governmental institutions and organizations  
 
- Fund-raising: Works closely with foundations and governments to attract funding in support of the program activities, as well as for CNS work overall.  
 
- Database: Assumes primary responsibility for the updating and publication of material for the Inventory of International Nonproliferation Organizations and Regimes, UNSCR 1540 Implementation, and other materials related to international nonproliferation organizations and regimes for the NTI and CNS websites.

Requirements:
EMPLOYMENT STANDARDS / TRAINING AND EXPERIENCE  
- Extensive knowledge and understanding of international organizations and nonproliferation regimes and international security issues  
- Previous experience in government, international organizations, and/or non-government institutions engaged in multilateral nonproliferation analysis and policy formulation.  
- Ph.D. with a focus on international or regional security, multilateral diplomacy in the arms control, disarmament, and nonproliferation realm, or equivalent professional experience. Extensive familiarity with government/IO/NGO contacts, are required.  
- At least five years of professional working relations with government/international organizations, and non-government institutions/individuals in the sphere of multilateral arms control and disarmament highly preferred.- Demonstrated success in managing research and outreach projects, including fund-raising, personnel management highly preferred.  
- Excellent organizational skills, ability to work within a team under tight and frequent deadlines, motivate staff for project goals, set out and achieve clear research and programmatic objectives.  
- Strong research and publication record (especially for non-practitioners/diplomats).  
- Willingness and ability to adapt to changing technologies and systems.  
- Willingness and ability to comply with Institute policies, procedures, and mandates.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT  
The Monterey Institute maintains a drug-free and smoke-free workplace. Position requires light to moderate physical effort and the ability to work at a computer keyboard for extended periods of time. Position requires ability to travel in-country and internationally 3-5 times a year.
